<p>Will our country ever be safe from Terrorists and their deadly attacks!  What happened at the Boston Marathon was horrific and I as a former combat Marine am angry over it.  I ran 2 Marathons and as you finish you have a lot of joy and sense of accomplishment which these two brothers destroyed for all that were there that day.  I am heartbroken for the families of the dead and those that lost limbs who feel they have been robbed of their feeling of security.  After discussing this event with a number of friends and relatives, I am afraid that this will be our new reality.  I have a friend from Israel who lives with this type of actions daily.  He says that these religious fanatics stop at nothing.  We need to love and comfort our family and let them know that they these attacks will continue.  We need to be more diligent and report to the proper authorities when we suspect something out of the ordinary.  </p>
<p>I was very impressed with the FBI and the rest of the law enforcement agencies that participated in the apprehension of these two.  Obviously, this turned out to the biggest man hunt in the city of Boston’s history but with all the agencies and the citizens of that city on high alert, it came to the right conclusion.  I am certain that this is not the end of incidents like this, there will be copy cats.  </p>
<p>Real estate activities almost seem insignificant when all this is going on but we must move forward.  In March, real estate sales were up nearly 1% nationwide with new construction accounting for the majority of that increase.  In fact, according the National of Association of Realtors, new homes are selling cheaper in some areas than existing resale homes.  In those areas, that is good news.  It means that the inventory of existing homes is drying up.  The largest sector of new residential construction has been in the area of Apartments, according to the National Home Builders association.  Many people are finding it cheaper to rent than to buy or they are uncertain about purchasing so they are holding back.  Even though the interest rates on home mortgages remain at low  many consumers find their bad credit scores hindering their new purchases.</p>
<p>In Douglas County, all measures of activity turned upward in March 2013 compared to both March of 2012 and February 2013.  At 94 closed sales, Douglas County had its best March since 2007.  Sales were up to 94  (+6.8%) higher than the 88 closed sales in February and (+10.6) at 85 sales in March 2012.  Since January 2013 closed sales increased by (+23.7%) to 266 which is up from the 215 in 2012. .  Our active listings continue to go down with existing inventory level at 9 months which is the lowest amount in 2013.  Year to date, our real estate market is in good shape with 292 accepted offers up from 236 in 2012 or (+23.7%).   The average sales price for March 2013 is up to $150,900 or (+16.9) $127,000 from February 2013.  </p>
<p>Our office is seeing more offers written and more sales closed.  In fact, since the beginning for 2013, our closed sales volume increased by 26% over 2012.  We are very fortunate to be moving in the right direction and are optimistic about 2013.  When sellers list their properties to sell them and are competitive in their listing prices, they will sell.  In fact, we listed a home for $159,500 and it SOLD in one day.  We are getting multiple offers on certain properties a phenomenon we have not seen since 2005-2006.  </p>

For us Catholics, we are happy to learn that the Cardinals have elected a new Pope and he is from the Americas’.  Pope Francis the First appears to be the Vicar of Christ that is needed to take the challenges of the Church and the World on.  He appears to be a man of humility, justice and offers strong leadership in the reformation of the church in certain areas.  We all need to pray for peace and comfort in this troubling and unsettling world and for all our military men and women who are serving in harm’s way.<br />
In many parts of the nation, the real estate market has turned from a buyer’s market to a seller’s market in that prices are starting to rise.  “Sales rose across the nation, except in the West, which is the region most constrained by limited inventor”, according to the National Association of Realtor’s chief economist Lawrence Yun.    He went on to say that buyer traffic is up 40% over where it was just a year ago, which is positive sign in the real estate marketplace.  With interest rates remaining low, seller’s concessions and renewed confidence by the consumer in the economy, Mr. Yun feels that 2013 will be a good year for real estate sales.<br />
Douglas County real estate activity remains strong with closed sales at 88 which represents the best February since 2006.  This represents a 10% increase from January’s impressive 80.  Pending sales were at 99 which is slightly below the 118 pending sales that were reported in January of 2013.  However, it represents a 13.8% increase from the previous February in 2012.  To Brokers, pending sales are important indicators, for pending sales lead to closed sales.<br />
The 161 new listings this February topped January’s new listings by 11% and previous February by 29.8%.  Inventory stands at 9.2, which is down from the 20.3 months in 2011 and 14 months in 2012.  It represents that 2nd lowest amount for the past 2 years which is another encouraging sign for us and the sellers.  A good sign of when the market bottoms out is when the listing inventory drops below a 3 month level.  We have a ways to go, but we are headed in the right direction.<br />
With all these upward trends the sad news is that the average sales price dropped to $129,000 which is down some -16.3% from January’s price of $154,500.  However, it is up some +14% over last February’s price of $113,000.  Also, if we compare the price of homes over the past 12 months the average sales price is $150,500. There is still a large pent up demand for many buyers could not or refused to buy during these 5 years.   Often times, a large pent up demand leads to an increase in home sales.<br />
Our local economy continues to suffer with our unemployment rates over 10% and sales remain down for many of our local retailers.  However, I am encouraged by the growth in sales of our local wines, with Abacela Winery receiving top honors by the Wine Institute of the West.  We continue to see more wineries in our area along with new land purchases that will become vineyards in the future.  </p>

The U.S. economic outlook for 2013 shows signs of improvement according to the latest data from the office of the Department of Labor.   Real GDP is expected to grow 2.2% in 2013 and 3.0% in 2014.  Consumer confidence is expected to rise to 78% up from 69% in 2012.  Unemployment is expected to hover around 7.7% in 2013 which is down from 8.1% in 2012. In the President’s state of the Union address he mentioned a number of times that the economy is growing steadily.  He went on to talk about job creation and the need to grow construction jobs to repair many of our failing infrastructure systems throughout the country, which will add thousands of jobs to our economy.  I suspect that, because of the disagreements between the President and Congress, many of his ambitious projects will be difficult to pass.<br />
National Association of Realtors economist Lawrence Yun, said that “the total existing home sales in 2013 are expected to rise to 5,073,000 which is up 10% compared to 2012.” He went to say that “housing starts are expected to exceed 1,118,000 which is the first time they have climbed over 1 million since 2006.”  The largest increase will be in the apartment sector.  He said, that apartment construction will continue to be strong because many people either lost their homes or are delaying home purchases.  With the unemployment rate remaining over 7% nationwide, many consumers are sitting on the sidelines waiting for the job picture to improve, according to Mr. Yun.<br />
Even though home sales nationally slipped slightly in December 2012, existing home prices rose overall in 2012 to $180,800 which is 11.5% above the prices in 2011.  This is the largest jump in home values since 2005 and 2006 when values rose 12.9%.  Distressed sales (foreclosures and short sales) accounted for 24% of the market sales with first time home buyers making up 30% of all sales, and cash buyers accounting for 29% in 2012.  “The real estate market even though is increasing in activity it still remains volatile to the pressures of the economy and specific to regions,” says Mr. Yun.<br />
In Douglas County real estate activity started out strong in 2013 with 118 pending sales which were the highest since 2006.  Pending sales are important to us for they lead to close sales.  Closed sales also had their best showing in January 2013 since January 2006 with 80.  These 2 statistics are important to us because it demonstrates a strong confidence that buyers’ have in the purchase of a home.   Also, the average sales price in January 2013 rose to $154,200 up slightly from $150,200 from last month.  However, the average sales price decrease by -17.3% ($186,400 v $154,200) when you compare January 2012 to 2013.  The average time on market decreased from 220 days in 2012 to 141 days in 2013 (-36%). That is significant for the sellers because we are seeing more buyers making purchases.  Currently there is a 9.8 month supply of properties for sale which is up slightly from a month ago but down significantly from 12.3 months in January 2012.<br />

				<content:encoded><![CDATA[<p>Congress and the President are at it again.  It seems as soon as we avoided the fiscal cliff, we are facing the dreaded showdown about raising the debt ceiling.  With the same bold minded Congress and President we can expect the same result.  You can be assured that the next four years will be a repeat of not much getting accomplished. Even though the economy is seeing some signs of continued improvement we in rural Oregon seem to be lagging far behind.  Douglas County remains one of the counties with the highest unemployment rates in the state.  I realize that many of our elected officials along with the Governor are working hard to create and promote job growth but until we get our loggers back into the woods, we will continue to suffer.<br />
We need to encourage those that are disengaged to be engaged and work on solutions that will make Douglas County prosper.  If we don’t help ourselves, who will?    I encourage you to do what you can to help the general well being of our county and don’t adopt the futile attitude that we can’t do anything or what’s the use.  Collectively we can whip this but it takes all of us. Remember to buy locally whenever you can for it benefits all of us.<br />
As we cap the real estate activity in 2012, new listings and prices declined but pending and closed sales increased.  There were 1,098 new listing in 2012 compared to 1,951 in 2011 (-32.1%) which is significant.  Pending sales jumped from 925 in 2011 to 1,017 in 2012 (+9.9%).  Most importantly closed sales improved from 878 to 1,105 by +14.5%.  The average sales price declined -3.6% in 2012 to $150,800 compared to $154,800 in 2011. The median sales price was $133,000 or -1.3% less in 2012 compared to $135,000 in 2011.  However, the total volume of sales rose strongly to $151,500,000 in 2012 compared to $136,000,000 million in 2011 and $143,000,000 in 2010.  We are still seeing a significant amount of foreclosed and short sale properties selling which accounts for the lower sales prices a trend that I see continuing for some time.<br />

<p>Cathy and I want to wish all of you and your loved ones a very Merry Christmas and Happy New Year!  As we all reflect on the actions of this past year, we soon realize what a confused and precarious world we live in.  Yes, there were many tragic events that occurred in 2012 but nothing as deplorable as what just occurred at Sandy Hook School.  The heroic efforts displayed by the teachers and administrators of the school were of such a portion that is beyond description.  These individuals went above what any teacher is expected to do and they did it without any hesitation.  To lose your life protecting another human being is the supreme sacrifice that goes beyond what one is called to do.  What heroes they all were.    My heart aches over the acts of a selfish person who does not have any consideration nor respect for other people, especially incident children.  As a dad and grandparent, I am just sick.  However, I seek refuge in my family, faith and loved ones which brings me comfort in a time like this.  Hug your loved ones and hold them tightly during this Christmas season.</p>
<p>In real estate, pending and closed sales dropped compared to the previous month by -10% and- 13% respectively.  However, both measures reached five year highs for the month of November.  Pending sales were higher than any November since 2007 at 88.  This a great sign that the real estate market activity in Douglas County is moving in the right direction, upward.  For many of our pending sales translate into closed sales.  Another encouraging sign was that closed sales followed the same trend at 79 which topped all Novembers since 2007. </p>
<p>New listings at 106 were down by 19.7% compared to last November when there were 132 new listings taken.  At the current rate of sales, the 939 active listings would last 11.9 months, down from 15.6 months of inventory in November 2011.  Again, this is another positive sign that our market is improving because there are less homes for our sellers to compete against.  </p>
<p>In the first 11 months of 2012 there have been 9.8% more pending sales (955) than last year (870), and 12.9% more closed sales (913 v. 809).  This is the upward trend that we have been looking forward to.  One of the biggest reasons that I feel led to this upsurge in the market was buyers’ confidence in the economy.   Interest rates continue to be low at 3.5% to 4.5% for a 30 year mortgage and sales prices continue to drop which makes houses more affordable.  I feel that we still have a huge pent up demand and many buyers will continue to buy in 2013.  The average sales in November of 2011  was<br />
$155,800 v. $151,700 in November of 2012.   The year to date sales price during the same period was $152,500 in 2011 as compared to $151,400 in 2012.  Also, the median price range followed the same pattern of decreasing prices year to date.  In 2011 the median price was $135,000 and  $133,000 in 2012, which means there are as many homes selling above $133,000 as below $133,000.  These prices reflect less than 2% which is the lowest drop in the past 5 years.  Another positive sign that our market is on the right track.  Total days on the market were down comparing 2011 to 2012 by 8 days nearly 10% which is significant as we look at how long it takes to sell and close a home. </p>
<p>Remember to keep all our military men and women and their families in your thoughts and prayers.  These people are making sacrifices for us so that we can live in this great county, FREE. Remember, our freedoms are not free.  Also, keep all the children and teachers that lost their lives last week in the Sandy Hook shooting in Newton Conn.  Especially, the moms and dads of those children they need our thoughts and prayers at this sorrowful time.</p>

I am sure that some of your candidates won and some of the issues you voted on passed and some lost but at least we were able to exercise our fundamental right to cast our votes.   Remember, that is why we go war, “to protect our freedoms and the right to vote!”  As we celebrated Veterans’ Day, I was humbled that so many of my friends wished me well and thanked me for my service.  As we all know, our freedoms are not free.  Many of our veterans before us and after us pay the ultimate sacrifice to insure the American way of life.  </p>
<p>In Oregon, I am extremely proud of the fact that Measure 79 passed which will amend the Oregon constitution to prohibit any type of transfer tax on the sale of real estate.  However, there are some counties in the state that already have these transfer taxes and in those counties that will not change.  However, for the rest of us we will not see another tax on the sale of our homes or investment properties. </p>
<p>Cathy and I just returned from the National Association of Realtors Conference held in Orlando, Fl.  Even though we had a lot of fun at Universal Studios and other events sponsored by our association, we did attend many seminars and training sessions that were helpful and informative.  One economist from Texas told us that no matter who was voted in as President, the economy will grow and we will prosper.  He went on to say, “The consumers are running out of patience and they want action from the President and Congress to implement legislation that will get our country moving forward.”  It does appear to all economists that the depression we were in the last 6 years is slowly recovering.  </p>
<p>Douglas County’s real estate activity mirrors the National and State trends with an uptick in closed sales. In fact October 2012 was the best month in reporting closed sales since 2006 with 91 and topped the 73 closed sales in October 2011.  October pending sales were slightly higher than accepted offers in the comparable month last year (98 v. 93) but bested the 77 accepted offers in September of 2012 by +27.3%, a good sign for the continued strength in closed sales for the remainder of this year.  </p>
<p>In the first 10 months of 2012, new listings were almost identical to the same period of 2011 (1,725 compared to 1,731.) There have been +8.6% more pending sales this year (872 v. (803), and +12.1% more closed sales (833 v. 743.)  The average sales price through October 2012 is $151,500 less than -1% off the 2011 average of $152,200.  However, we saw a dramatic drop in average sales price of -17.5% from $170,800 to $140,900 in just one month, September to October 2012.  I think that many of these sales were short sales and foreclosed properties.  Many of the purchasers want to buy nothing but these type of properties where the sellers owe more than what they are worth in today’s market. We have over 11.1 months of inventory of properties for sale which is up nearly 2 months worth since August 2012 which indicates a weak real estate market.  Until the real estate market reaches below a 6 month inventory of homes for sale, prices will continue to decrease. </p>

We have some very capable people running for election and re-election.   As a student of the political arena, I learned that any laws enacted affect our lives for a very long time so it is important to exercise your right to vote.  Also, as a veteran of the Marine Corps, I fought for our rights in the rice patties of Viet Nam to ensure our freedoms, as many of our veterans before me and the veterans of our wars today.  Please vote yes for Oregon’s Measure 79 which says “No” to any real estate transfer taxes on the sale of real estate.<br />
September existing home sales were down nationwide but inventory continued to tighten and the national median home pricerecorded its seventh back to back monthly increases from a year earlier, according to the National Association of Realtors.  “More and more people are attempting to buy homes and the amount of pending sales continues to rise which shows that our economy is recovering,”  says the chief economist of NAR, Lawrence Yun.  Total inventory in September fell by 3.3% nationwide and the average sales price increased to $183,900 according to NAR.  Housing is finally on the mend and is projected to finish strong at 4.21 million which is 10%+ higher than a year ago.<br />
Locally, Douglas County residential real estate activity mirrored the National trend as well.  Since August, posted pending and closed sales numbers were higher than any month in over 5 years, it is not surprising that September statistics have dropped compared to the previous month.  However, the 94 closed sales in September do represent the best September for closings since 2006 and topped the 82 closings in September 2011 by +14.6%.   However, pending sales dropped dramatically to 77 down from 131 in August 2012 or -42.1%.  Closed sales also witnessed a slight decrease from 111 in August 2012 to 94 (-15.3%).<br />
The year to do date summary for Douglas County shows our new listings are almost identical with 1587 which is slightly less than last years’ 1602.  We now have just over 11 months of listing inventory available which is up from 9.5 months in August 2012.  There have been 7.9% more pending sales this year (782 vs. 725), and 10.8% more closed sales in 2012 compared to 2011. (740 vs. 668).  The average sales price for the year 2012 is $152,800 which is down less than 1% from 2011 when it was $153,800. The total market time in that a property is on the market before it closes is down from 183 days to 159 or -13.1% which is good news.  Properties that are priced competitively and offer seller incentives are selling quickly.<br />

Not only has the weather been hotin Douglas County but residential sales are hot as well.  It has been over 5 years since accepted offers or closed sales posted totals higher than the numbers recorded for August 2012.  The 131 pending sales were +28.4% higher than the 102 pending sales in 2011.  In just one month, July vs. August 2012, accepted offers went up to 107 or +22.4%.  Closed sales were up +44.2% over comparable month sales (111 in August 2012 v. 77 in August 2011) and +35.4% higher than July 2011’s 82 closed sales.  Even though the real estate market has ramped up the Average sales price continues to decrease but by a lower rate -1% ($152,600 v. $154,200.)<br />
At9.5 months, unsold inventory in Douglas County is lower than it has been since October 2006 when the inventory would have lasted 8.7 months.  In most cases, real estate economists say that the market bottoms out at a below 6 month unsold inventory.  As you can see, we are nearly there, which is good news for our sellers who have been struggling with this economy since 2006. In the first eight months of this year, there were -1.9% fewer new listings which is good news.  That means less competition for the sellers and the lower the inventory the better for the sellers.  There are +13.4% more pending sales which is good news because pending sales translate into more closed sales.  Also, there are +10.3% more closed sales than a year ago to date and prices seem to be stabilizing because the median price home remained at $130,000.<br />
Douglas County real estate activity is following the same trend as the rest of the state of Oregon and Nation.  Sales are up and inventory is down with multiple offerings on certain properties.  We have not seen that yet, but I suspect it will start here as well, especially those properties that are priced below $150,000.  I am very encouraged by the resurgence of the real estate market especially for the sellers who have been patiently waiting.<br />
Our National Association of Realtors’ Economic Forecast for the rest of this year is very upbeat.  (NAR Economic Report August 2012). They feel that not only the resale of homes will surpass their earlier prediction of 4.5 million but new homes sales will rise by some 20% this year and go to 600,000 new home sales in 2013.  This is almost double what new homes sales were in 2011.   This is wonderful news for the home builders throughout the country.   Of course, the economists say that, “we are not fully recovered in the housing industry but the signs are surely going in the upward direction.”<br />

I realize that this is a sad commentary to what our country has done to bring about change but there are always factions amongst their societies that resist change. </p>

				<content:encoded><![CDATA[<p>The 2012 Douglas County Fair has come and gone with mixed reviews.  They reported that attendance was down but revenues were up.   We did have a booth there and many of our listings were featured. This is a great venue to let people know about our seller’s properties and the current market conditions in Douglas County.  I always enjoy the fair because of all the activity that takes place in a 5 day period.   We are very fortunate to have the very best County Fair in all of Oregon as voted on by the State Fair Board Directors. The question that was asked the most, “Has the market bottomed out yet?”   I have advised people that there is never the “most opportune” time to buy a house. If the house is right for you and your family and it meets your needs then buy it.  Right now all the leading indicators are in force to buy such as, low interest rates, large inventory to pick from, sellers offering buyers incentives and sellers becoming more realistic in the pricing of their property.  So if you are in the market and need to buy, “just do it.”You don’t want to be one of those saying in 2016, “I should have bought a home in 2012 when the interest rates were ridiculously low.”<br />
I just received the National Association of Realtors Economic Forecast for the year 2013.  It was an interesting read, primarily because 2013 will mirror 2012 in most cases.  The biggest caveat the report noted was that their predications may change if there is a change in the White House in November. They wrote that there is expected to be a modest gain in the GDP from 1.9% to 2.9% which represents no recession, but also no robust expansion.  Interest rates will rise slightly to the 4% level, still historically low.  Housing starts have been rising in 2012 by close to 25% over 2011 followed by a 50% jump in 2013 to just over 1 million up from 500,000 in 2009.  New home sales have been rising so far in 2012 to just above the 500,000.  In 2013 new home sales will be at 600,000 which is above the 300,000 level in 2011.  The report goes on to say that sales of existing homes have been steadily rising by 10% at 4.26 million in 2011 and projected to reach 4.63 million in 2012 with sales rising to nearly 5 million in 2013. What is even better news is that existing inventory has been steadily declining and is now at a 6 year low.  Shadow property (distressed property not yet on the market continues to be a concern, however, it is 1 million fewer than just 2 years ago).  I am encouraged by these upward trends and it feels like our economy is growing but ever so slightly.<br />
In Douglas County, July residential highlights saw a decrease in new listings by -8.5% (213v.195) and down -4.1%(1235-1288)year to date.  Accepted offers increased this month rising +35.4% (107v.79) as you compare 2011 to this year.  This is good news for all of us because pending sales represent closed sales in the near future.  Our closed sales also rose when comparing July of 2011 to 2012 by +26.2% (65v.82).  Inventory in months ticked up slightly and it would take 12.9 months to sell all of the 1,061 current residential listings.  The average sales price rose significantly from $149,100 to $161,700 (+8.4%) in just one month.  (June 2012 to July 2012.)   However, when you compare July 2012 to July 2011 the average sales price dropped $161,700-$171,400 (-5.7%).  The year to date sales price has gone slightly from $152,200to $153,500 (-0.08%).  The real estate market continues to be jumpy with some good months and other months that are either flat of poor which is reflective of our overall economy.<br />

No wonder the American voter feels overwhelmed by the time they get ready to vote.  As we all know, we are very fortunate to choose our President to become the leader of our country.  I urge you to register to vote and then vote.  Nothing is more discouraging to me as a veteran when I hear people tell me they are not going to vote anymore.  Remember you get what you deserve because if you refuse or choose not to participate you end up with results you may not want and then you can’t criticize or work for change.<br />
Lawrence Yun, the chief economist of the National Association of Realtorssaid “ that inventory shortages in certain areas of the country have begun to drive up housing prices. The normal seasonal upswing in inventory did not occur this spring and home sales have moved markedly higher and are on target to hit 4.55 million in 2012.  Distressed homes such as foreclosures and short sales accounted for 25% of the market in May down from 28% in April and 31% in May 2011.  First time home buyers accounted for 34% of purchasers in May 2012 compared to 36% in May 2011.  In the West, home sales declined 2.4% to an annual pace of 1.14 million but are up 3.6% above a year ago,” Yun reports.   Prices in the west continue to climb and are up 13.4% from May 2011.<br />
“The housing market has turned the corner as more buyers perceive the benefits of purchasing a quality new home while interest rates and prices are favorable” according to Barry Rutenberg, chairman of the National Home Builders Association.  He went on to say, “people are ready to move on and are buying new homes in new neighborhoods to raise their families and they are not thinking about making money on their homes.”<br />
In Douglas County our residential market trends are improving in all measures when comparing 2012 with 2011.  New listings rose +5% (179 v. 188).  Accepted offers increased +2.1% (95 v. 97).  Closed sales also increased +7.1%( 84 v. 90).  Inventory in months dropped to 11.4 to the lowest figure when comparing 2010 and 2011.  This is a -44% (11.4 v. 20.3) drop in months.  This is good news for sellers because there are fewer properties for them to compete with.<br />
Other positive trends in our local market can be seen in comparing the first two quarters of 2012 to 2011.  Closed sales rose by +1.6% (447 v. 440) and pending sales are up+ 6.4%.  The average sales price also increased +1.3% ($151,100 v. $149,200).  However, when you compare just the month of May 2012 to the same month in 2011 the average sales price has risen by +18% ($149,100 v. $126,600).  Again, our local real estate market is heading upward.   According to Freddie Mac the average rate on a 30 year fixed –rate mortgage reached a record-low at 3.56%.<br />
With all the good news, we continue to work hard to get our pending sales closed.  Many of written offers do not close at the agreed upon sales price because of lower appraisals, work that sellers need to do and extending the closing dates in order to comply with underwriters’ demands.  It is no piece of cake to close a sale.  It is hard work on all the parties involved.  All parties have to cooperative and patient in order for us to complete the mission.<br />
